Amanda Clinton, Esq.

Lawyer | Regulatory Strategist | Mining & Investment Advisor

Amanda Clinton is a Sierra Leonean and Ghanaian–trained lawyer with cross-border experience in mining law, regulatory structuring, and investment advisory across West Africa. Her work sits at the intersection of law, regulation, capital protection, and on-the-ground commercial reality.

Amanda founded both the Sierra Leone Resource & Mining Regulatory Initiative (SLRRI) and Clinton Consultancy SL Ltd to address a recurring problem she observed first-hand:
foreign investors losing capital not because resources were absent, but because regulation was unclear, misunderstood, or poorly structured at the point of entry.

Why This Work Began

Through years of legal and advisory engagement in Sierra Leone and Ghana, Amanda encountered the same pattern repeatedly:

  • Genuine gold and diamond opportunities undermined by regulatory confusion

  • Foreign buyers entering transactions without adequate legal or compliance structure

  • Deals failing where early regulatory clarity could have prevented loss

  • Recovery becoming difficult because protection was not engineered upfront

Rather than approaching these issues transaction by transaction, Amanda identified the need for systemic clarity—a framework that could guide investors, operators, and policymakers alike.

The Private Member’s Bill & SLRRI

SLRRI was established as a private, independent regulatory initiative to support the development of a clear, modern, investor-ready framework for gold and diamond mining in Sierra Leone.

Central to this work is a Private Member’s Bill and regulatory framework proposal, informed by:

  • Sierra Leonean legal context

  • Comparative Ghanaian regulatory experience

  • International due diligence and compliance standards

  • Practical enforcement and operational realities

SLRRI exists to support policy development and regulatory reform, not to replace government authority. It provides structure, clarity, and guidance where ambiguity has historically discouraged responsible investment.

Supporting Foreign Investors — Responsibly

Amanda’s work has consistently focused on helping foreign investors engage responsibly, with a clear understanding of:

  • What is legally possible

  • What is regulatorily sound

  • What is commercially realistic

This approach protects:

  • Capital

  • Reputation

  • Long-term investment relationships

Rather than promoting speed or access, the emphasis is on structure, verification, and compliance.

From Initiative to Execution: Clinton Consultancy SL Ltd

While SLRRI provides the policy and regulatory architecture, all operational work is delivered through Clinton Consultancy SL Ltd.

The consultancy provides:

  • Mining-specific legal and regulatory advisory

  • Due diligence and compliance assessments

  • Transaction structuring and capital protection strategies

  • Licensing and export readiness reviews

  • Dispute and recovery-related advisory support

By folding execution into a specialist consultancy, Amanda ensures:

  • Clear separation between policy advocacy and commercial services

  • Legal accountability

  • Professional delivery grounded in local reality

A Law-First, Structure-First Philosophy

Amanda’s approach is rooted in a simple principle:

If a transaction cannot be defended legally and regulatorily, it should not proceed.

This philosophy underpins:

  • SLRRI’s regulatory work

  • Clinton Consultancy SL Ltd’s advisory services

  • Every engagement with investors and stakeholders

It is not about selling opportunity—it is about making opportunity viable.

In Summary

Amanda Clinton, Esq. founded SLRRI and Clinton Consultancy SL Ltd to address the same challenge from two angles:

  • Policy clarity, through regulatory reform and framework development

  • Practical execution, through structured legal and advisory services

Together, they support a mining sector that is transparent, investable, and defensible, enabling Sierra Leone to attract responsible international capital while protecting all parties involved.
